[R-wiki] adding content and front page

I think it's unlikely that adding posts from R-help to the wiki will 
create unmanageable problems.  To a large extent, I think it's a 
self-regulating thing: it's work to add posts, and while it might be fun 
to do initially, it will get tedious.  So, I don't think we'll get 
people adding a large number of inappropriate posts.  In particular, the 
post mentioned here seems eminently suitable for adding to the wiki.
