No! What made you think so?
"Recommended" packages should be made available together with
binary distributions (since version R version 1.3!), however for
R-devel, this is not really a defined thing (recommended
packages are also relatively closely tested before a release of R).
Note that geoR or sgeostat are not recommended packages (at least not yet).
Of course, it might be fine if you make a binary "sumo package"
of R-devel available, but don't call this a ``base distribution''.
