I would suggest installing both the sp and maptools packages (they
work closely together), then run the command:

vignette('combine_maptools')

This will open a pdf file with description and example code that
should at least get you started.

Or you can find the pdf file here:
http://cran.r-project.org/web/packages/maptools/vignettes/combine_maptools.pdf

if you want to look at it before installing.

The "intro_sp" and "over" vignettes in the sp package may also be of interest.

If that is not enough for you to create the plot that you want, send
us the code of what you tried and how the results differ from what you
want and we can be of more help.
