Could you try uploading the package manually to Winbuilder, the R-devel 
queue? Does it work there?

If not, I would recommend first debugging it to work there. You might 
compare it to an existing CRAN package similar to yours. And if you need 
more help, you could share a link to your package and the output from 
winbuilder.
