[R] Rcmd SHLIB problem {was "Fortran DLLs"}

The error message (2nd line of the 3 above) is from perl not
finding a very standard perl module.

--> hence a problem with your installation of perl.
    Did you follow the instructions {in the RW FAQ and references} 
    very closely?
