[ESS] ess-mode: Wrong type argument: syntax-table-p, nil

ess-mode is a universal initializer for R-mode, S-mode, Stata-mode,
XLispStat mode, etc.    Without proper variables being set, it's
useless by itself.

Stephen had proposed making it a non-interactive function, which would
probably be a good idea.  It should be fixed in the next release or
two.
