This will work short-term.  It isn't the long term answer.  I don't
think this can be done in .emacs at present.

After you start R and before doing anything useful, place the cursor
in the *R* buffer and then enter
   M-:(setq inferior-ess-exit-command "q(save='ask')\n")RET
where M-: is the ESC :  and RET is the return key.

The definition is now changed in this buffer.
