Richard, you are not typing in R but in the minibuffer. ESS detects
"section:" and pops a request in the minibuffer. The reason is
efficiency. First, you don't have to press RET. Second, if you are in
script buffer and execute you code with C-c C-c (or whatever) you don't
have to switch to *R* buffer to enter the number. I think mechanism is
pretty straightforward and handy.
