[BioC] RdbiPgSQL problem: SET_VECTOR_ELT() can only be applied to a 'list', not a 'character'

Hi Ben,

This is fixed in RdbiPgSQL 1.18.1 (release) and 1.19.1 (devel).
As usual, please expect about 24 hours for these new versions to
propagate to the BioC public package repositories. Then install with
biocLite().
