[BioC] Install issues

Very sorry about this.  The machine that runs the nightly builds ran out
of disk space which caused some of the repository control files to not be
properly generated.  We're actually instituting a new build system today
that would have caught this problem, unfortunately we are a day late with
this.

I believe that everything is back in working order, if anyone encounters
further problems, let me know.
