Expanding a little --

R has a yearly release cycle, Bioc a 6 month release cycle

Bioc-devel tries to use the R that will be used when Bioc-devel becomes
the next Bioc release.

bioc-devel becomes Bioc-3.4 later in April. R-3.4 is the version of R
that will be in use then.

R-3.4 is only recently available, following the R release schedule
https://developer.r-project.org/; it is a branch of R-devel, created
yesterday.

Bioc-devel will CONTINUE TO USE the R-3.4 branch, because R-3.4 will be
the version of R in use when Bioc-3.5 is released in the fall.

For the next six months Bioc knows nothing about R-devel.
