Because the vast number of the 3000+ CRAN packages are not in Debian. 

That said, I do agree with your general sentiment that Depends: is better
than hidden copies, but that is a lesson the Rmetrics team appears to have
learned as well. 

But converting all the existing code is a) no small task and b) may have side
effects (as eg I may well decide against maintaining more CRAN packages
inside Debian given my current 120+ packages).
