[R-wiki] Packages outside of CRAN and Bioconductor

Hello all,

Where's the appropriate place to create pages for these? I've got some 
notes on packages like GDD from rosuda.org that I'd like to place in the 
wiki, and I'd also like to create a page for RApache.

Thanks for all the hard work on the wiki.
