If you download a .tar.gz file from there and run

R CMD INSTALL MCMCglm_x.y.tar.gz

on the server (i.e. on an interactive or test node), does it work?
(Consider the --library=LIB flag if you need to put it somewhere outside
the system-wide R directory.)

I would try that, but set yourself a time limit for resolving
difficulties -- you can easily get yourself into a dependency hell
trying to recreate the R ecosystem as of a particular date in the past.
