Hmm.... I just upgraded to Big Sur on a new MBP and that worked for me.
It prompted me to run the following...
xcode-select --install

what you say sounds right, but I need more specifics. I tried to run git from Emacs *shell* and get this

---it got farther and gave information
now lets go back to *shell*
