[R-SIG-Mac] library(rgl) (v0.99.9) hangs in OSX Sierra

It seems like this has been a recurring question on this list over the
years, but I can't seem to find an answer that works for me and I haven't
seen it asked for recent versons. library(rgl) (installed version
0.99.9) hangs in both RStudio and R.app in OSX Sierra.
