Said incomplete by whom? And in what way?

R on the Mac is complete.

With regard to R extensions (not R itself, but extensions), there are 
some, only a few, I believe, packages not available as binary 
downloads from CRAN.  But in all cases, I've been able to build or 
obtain the ones I need. There may be a very small number of packages 
available only for Windows.
