[R-SIG-Mac] Editor line-editing blank lines

I meant the console, using the up arrow to call the line editor to
edit previous commands.  To reproduce the behavior, try
1. Use up arrow to recall a previous command
2. Do edit this command (otherwise it's fine)
3. Now use the up arrow again. (An extra blank line is created)
4. Edit a previous command again.
5. Now use the up arrow again. (You should see two extra blank lines)
