[R-SIG-Mac] error when installing new packages

I have got the following error message several times when trying to 
install new bioconductor packages on my Powerbook with R-GUI 1.12 
(1622):

chmod: 
/Library/Frameworks/R.framework/Versions/2.1.1/Resources/library/R.css: 
Operation not permitted

The last time this happened was when I installed the biomaRt package 
from the developmental section. I install into the  R.framework, but 
I have an administrator account so I should be able to perform chmod. 
What does this error mean? How do I prevent it? Can I still use the 
installed package after getting this error?

If this is not the right list for this kind of questions, please let me know.
