[R-sig-Geo] region border

Dear list,

I have a shapefile with a list of counties (Romania), and would like
to create borders for larger regions (for multiple counties).
I tried searching for some hints, but with no avail.

Could anybody please point me to the right direction?
Hints, examples, etc. would be welcomed.
