  Do you have to tell install.packages() about this, because with R 
2.3.0 I get:

  > install.packages("sp",lib="~/Rlibs")
  Warning in download.packages(pkgs, destdir = tmpd, available = 
available,  :
          no package 'sp' at the repositories
