Thanks for the comments and the interest. In the next release of 
DCluster we have fixed a few minor
bugs and we have added:

* Three more tests for overdispersion (with some help by Roger Bivand):
a likelihood  ratio test and another two by Dean.

    Dean, C.B. (1992), Testing for overdispersion in Poisson and
     binomial regression models, _J. Amer. Statist. Assoc._ 87,
     451-457.

* EB smoothed estimator using the log-normal model, as described in

     Clayton, David and Kaldor, John (1987). Empirical Bayes Estimates
     of Age-standardized Relative Risks for Use in Disease Mapping.
     Biometrics 43, 671-681.
