[R-sig-Geo] When will be WIn binaires available for spgwr and others

Hi Roger,

I'm sorry, I didn't want to bash the "R-spatial" project at all.
I think it's great that you do lead and coordinate this
initiative, with such a high quality.

I somewhat got carried away by the fact (more general) that
people "publish R packages" but are too lazy to make them pass R
CMD check.  
BTW, I don't think a package needs to pass "R-devel CMD check"
to be accepted for CRAN.
