[R-SIG-Finance] Latest version of R for blotter

Roger,

To be specific, the _binary_ is not available.  As always, you could
have installed the source yourself.

There was an issue that prevented the binaries from being built.  I
fixed it yesterday, but it must have been after the R-Forge daily
build cycle.  The binaries should be available in less than 24 hours.
