You can subscribe to the R-announce list. This is a very low-volume list
that has only official R announcements from the core team or the foundation:

If its not too late, can you add libtiff-devel as a build requirement?
This will enable the tiff() graphics device, which is not currently
enabled. Its cousins, the png() and jpeg() devices are enabled.

Thanks also for the bzip2 patch. I will see to this in the morning.
