I would first make sure you have the latest version of JAGS from Martyn 
Plummer's website (http://www-fis.iarc.fr/~martyn/software/jags/). 
Install that as per the directions.  Then, from a command line, run:

sudo ldconfig

That is what fixed the problem for me in the past.  Then you should be 
able to install rjags from within R.
