[R-sig-Debian] Installation woes for rattle (and other packages)

It would work if Ubuntu and Debian were binary-compatible. Unfortunately
they are not (blame Ubuntu). So they may or may not work.
Also those instruction should work on Debian testing as that's the only
supported distro with cran2deb not Debian stable or Ubuntu.
