[R-sig-Debian] cannot upgrade to R 2.9.1 in Ubuntu

Did you also do 

     $ sudo apt-get update

to get current meta-information? Also do

     $ apt-cache policy r-base

which should show something like this

     $ apt-cache policy r-base
     r-base:
       Installed: (none)
       Candidate: 2.9.1-2jaunty
       Version table:
          2.9.1-2jaunty 0
             500 http://cran.us.r-project.org jaunty/ Packages
          2.8.1-1 0
             500 http://archive.ubuntu.com jaunty/universe Packages
