[R-sig-Debian] GPG key for Ubuntu packages

I had this problem for the Debian binaries. In my case, it 
was due to the firewall on our system. 

There are a couple of ways around the problem. 
1. fix the fire wall by enabling port 11371

2. if you trust the source, don't use the gpg key.  Use  
the --force-yes option in apt-get (read the man pages first, 
though!!!)

3. export the key to an ascii file using the following:

gpg -a --export E2A11821 | apt-key add - 

and then run apt-get or whatever
