[R-pkgs] New package: passport

Hi!
I'm happy to announce the debut of my first package on CRAN, `passport`, to
help your country name and code data travel smoothly between formats.
`passport` brings simple utilities for parsing irregular country names to
standardized codes using local regex, or for anything geocodable, the Data
Science Toolkit or Google geocoding APIs.
Once the data is standardized, it has fast converters for moving between
names and codes, offering a range of standardized namesets including from
Unicode's Common Locale Data Repository (http://cldr.unicode.org/), which
offers common-sense, usable standardizations in languages from Afrikaans to
Zulu, with short and alternate variants.
tl;dr: If you need your data to say "South Korea" instead of "Korea, Rep.",
try `passport`.
