[R-pkg-devel] NOTE about lack of prebuilt manual

Thank you to, in alphabetical order of given names, Iris, Ivan, Uwe and 
Wolfgang for your responses. I implemented Iris' suggestion and have 
successfully uploaded one of the packages to CRAN.
