[R-pkg-devel] how to get an archived package back on CRAN (if archived due to another package?)

I suspect that you will need to resubmit. Since you package now has a dependency with a particular version, you may need to update your DESCRIPTION file and increment your packages version. (Caveat: I’m not an authority.)
