Have you done something like this first?
install.packages("chron")
After that comes
library(chron)
and the rest of your code.

Nope, HTML. You need to set your email client to send in plain text. Do an internet search on how to do this, e.g. with "How to send plain text email for <<your email client here>>".
Also see "?download.packages" for how to get packages from an R package repository (though RStudio and no doubt other IDE's have an interface through which to do this).
