Dear William,

Perhaps you could try to set the variable 
R_LIBS_USER to some local folder.  I do not 
know how to do this on Windows, but there 
seems to be some guys in this rstudio 
discussion thread that came to some sort of a 
conclusion:

Since long ago, I have had this line in my 
~/.zshrc.local  :)

[ -e /usr/bin/Rscript ] && R_LIBS_USER=`Rscript -e 'cat(Sys.getenv("R_LIBS_USER"))'`
