[R] mice package won't install

For R 3.6.3, install the previous version of Rtools (see the
compatibility matrix at [*]).

The latest version of R as of now is R 4.0.2 [**], not 3.6.3.

I wonder why doesn't it install the binary package from [***] despite
it being available there.
