For "$" you can just try:

?"$"   # ... and get information on the extraction operators.

For "%", it is not an operator itself but "%%" is; as is "%in%"; as  
are other infix operators, and help pages for them can be brought up  
in a similar fashion.

?"%%"
?"%in%"
