There might be a somewhat easier way, but here is one approach:

# Use merge() to join A and B on 'n'
# Set all = TRUE to include non-matched rows

> C <- merge(A, B, by = "n", all = TRUE)

> C
    n V1.x V2.x V1.y V2.y
1   1   12    0    0    2
2   2   10    8    0    3
3   3    3    8    1    9
4   4    8    4   12    8
5   5   NA   NA    2    9
6   6    7    3    2    9
7   7   12    0   NA   NA
8   8    1    0    2    0

11 11   NA   NA    7    1
