The following code should work:

> library(tcltk)
> top <- tktoplevel()
> mytext <- tktext(top)
> myscr <- tkscrollbar(top, command = function (...) tkyview(...))
> tkconfigure(mytext, yscrollcommand = function(...) tkset(myscr, ...))
> tkpack(myscr, side = "right", fill = "y")
> tkpack(mytext, fill = "both", expand = TRUE)
