Well, yes, you could type "perl" into www.google.com,
and you would find www.perl.org and www.perl.com

Perl does exist for Windows, and it works.  (At least it did two
years ago, when I last used Windows.)  But if you're going to get
into this sort of thing you might consider getting Linux.  It
comes with most Linux distributions.
