[R] Rcmd?

There are various possible problems

* When installing R you need to select support for source packages

* You need Perl

* The path may be set incorrectly. In the rw1031/bin directory you should
find Rcmd.exe and files for the various Rcmd commands (eg INSTALL, REMOVE,
build, check)
