[R] RdConv.bat under NT 4.0

Some further investigation has shown that this is due to the `cat' program
in use.  To use Rdconv.bat you need a Unix-compatible `cat' program, for
example the one in tools.zip on CRAN.

I will try to eliminate this dependency for 1.1.0, but for now that is the
workaround.
