[R] Windows install.packages & update.packages

In preparation for 1.2.0, install.packages() and update.packages()
for Windows versions of R will stop working shortly (as changes
propagate around CRAN).

They will work again when rw1020 is released (in about a couple of weeks),
but you can still fetch the package zip files manually (from the
bin/windows/contrib/Old directory once that propagates around CRAN).

Version 1.2.0 will require a number of packages to be re-compiled,
especially on Windows, so I intend to re-build them all for use with
rw1020.
