[Rd] Compilation on Windows freezes at recommended packages

It should pull down with pacman -Syuu as make is not shipped in the MXE 
tarball. This will need to be done on every install until a new release 
is cut, granted.


As an aside, do we want to revive R-sig-win? Its kind of a dead mailing 
list, but its still there.
