I also build recent versions of R following the documentation, with ICU,
but have not run into these problems. Normally I use RTools 3.4 but now
I tested just the build using RTools 3.5 and the linking went fine.
According to the error messages, the linking problems _may_ be due to
incompatible exception handling in compilers used (e.g. when linking a
library that has been built by an older version of the compiler than the
one you are using to link via / build other parts of the application).
