That is not how I read it: if I search on CTAN for texinfo.tex I get to
http://www.tex.ac.uk/cgi-bin/CTANcataloguesearch.pl?PreferredCTANSite=ftp.tex.ac.uk/tex-archive&CATSTRING=macros/texinfo
and that has the 2009-01-01.14 version as the 'Latest developers' working
copy of Texinfo'. The main texinfo area has the 2008-04-18.10 version.
We'll need to keep an eye on this.
