[Rd] make install fails with makeinfo < 4.7

Yes, that is intentional.  You are not supposed to be able to build from 
the SVN sources without a working makeinfo:  R-admin says under `Essential 
Programs'

   If you want to build from the R Subversion repository you need Perl,
   @command{makeinfo} and @command{pdflatex}.

which seems unequivocal to me.
