[Rd] Cross-compiling R for Windows on linux

I tried to cross-compile the newest release 2.0.1 on a linux machine, but i
always got an error at the following stage
DHAVE_CONFIG_H -DR_DLL_BUILD -c dynload.c -o dynload.o
