[Rd] order of package loading and printing messages to console on startup

I need to review this, and quite possibly change it back (or revise
things more thoroughly). I was working on the assumption that the
loads before the greeting wouldn't print anything, and that is clearly
wrong.

The basic idea of moving it down is that that allows a GUI to be fired
up from a startup script, with the greeting ending up in the GUI
console rather than the terminal you started it from.
