I rebuilt from R-1.6.0beta_2002-09-17.tar.gz

I get the same error with  R_LIBS not set, R_LIBS set to an empty
string, or set to my default location for libraries.

configure, make, and make fullcheck were done in the top level directory
as untarred from the tarball.
