[Rd] unbalanced braces in Rd files

Following requests by Duncan Murdoch and Paul Gilbert, I have included
some code for testing for unbalanced braces in Rd files into R CMD
check.  

Out of 147 packages on CRAN it found problems in 50 packages.  The ones
I looked into all were correctly identified, so I hope the code works
reasonably well ...
